I have a folder that is shared out to a Mac. The user created some files in
it and somehow took full control of the file security. When I try to see the
security on the file, it says that I don't have permission. When I try to
take ownership of the file, it says that I don't have permission to do so.
Are there any other ways to take permission of that file?

Any administrator should be able to take ownership while logged on to
the server. You may have better luck doing so by temporarily stopping
the File Services for Macintosh service while doing so.
